TLC Insurance Renewal Guide: How to Renew Without a Lapse

If you drive a black car, livery, Uber, Lyft or taxi in New York City, your TLC insurance must stay active every single day — a lapse can get your TLC vehicle license suspended. This guide explains when to start your renewal, what documents you need, how your new policy gets filed with the TLC, and how to compare prices before you renew.

Step by step

Your TLC insurance renewal timeline

Start early. Insurance companies need time to review your driving record and vehicle, and the TLC needs proof of your new coverage starting the same day your old policy ends.

  1. 45–60 days before expiration: review your policyCheck your current limits, deductibles and premium. Note your policy number, expiration date and the vehicle(s) on the policy.
  2. 30–45 days before: get quotesAsk your broker to quote the renewal and compare other TLC carriers. An independent broker like us can quote several companies at once.
  3. 2–4 weeks before: choose and payPick your policy and make the down payment so the new policy is bound before the old one ends — no gap, not even one day.
  4. Before the old policy ends: file with the TLCYour new FH-1 certificate and declarations page go to the TLC so your vehicle license stays valid. We help our clients with this paperwork.
  5. After renewal: check TLC UPLog in to TLC UP and look at the “Licensee Snapshot” screen to confirm the TLC has your new insurance period and policy number.

Documents you need to renew TLC insurance

Have these ready (photos on WhatsApp are fine) so your quote is fast and accurate:

  • TLC driver license and NYS DMV driver license (Class E or commercial)
  • TLC vehicle license number (on the vehicle’s decal) and base name/number
  • Vehicle registration and VIN
  • Current declarations page and FH-1 insurance certificate
  • List of drivers on the vehicle, with license numbers
  • Loan or lease details if the vehicle is financed (lenders usually require physical damage coverage)
  • Accident or ticket history from the last three years, if any
Renewing your TLC vehicle license too? The TLC will not approve a new, renewal or transfer vehicle application if your insurance is expired or below the minimum. Renew your insurance first. See our TLC vehicle license guide.
TLC filing

How your new policy is filed with the TLC (FH-1)

Every TLC-licensed vehicle must have proof of current liability insurance on file with the TLC. When a policy expires, is cancelled or changes, the owner must send proof of a new policy that starts the day the old one ended.

According to the TLC, records are updated by emailing TLCinsurance@tlc.nyc.gov with:

  • A current For-Hire Insurance Certificate (FH-1) in the vehicle owner’s name
  • The insurance declarations page showing the coverage dates (not an ACORD form)

No TLC office visit is required. When you renew with Syed Insurance Agency, we send you your FH-1 and declarations page and help make sure they reach the TLC.

What happens if your TLC insurance lapses

A lapse is expensive. According to the TLC:

  • The TLC can order you to submit proof of updated coverage.
  • If you don’t comply, you can get a summons and a hearing.
  • If found guilty, a judge can fine you, and your TLC vehicle license is suspended until you comply.

New York State also requires continuous insurance on any registered vehicle. If coverage lapses and the plates aren’t turned in, the DMV can charge civil penalties and suspend the registration — and after 90 days uninsured, your driver license too.

Tip: Set your policy on automatic payments, and keep your phone number and email current with your broker so you never miss a renewal notice.

Ways to lower your TLC insurance at renewal

  • Compare carriers. TLC rates vary by company. A broker who quotes several carriers can often find a lower price for the same coverage.
  • Check your deductibles. A higher physical damage deductible lowers your premium — if you can afford it after an accident.
  • Keep a clean record. Pay tickets on time and complete a DMV defensive driving course; insurers look at your driving history.
  • Review drivers on the policy. Remove drivers who no longer use the vehicle.
  • Ask about payment options. Some carriers offer installment plans so you don’t pay the full premium at once.

FAQ

TLC insurance renewal questions

When should I start renewing my TLC insurance?

Start 30–45 days before your policy expires. That gives you time to compare quotes and bind the new policy before the old one ends, so there is no gap in coverage.

Can I switch brokers at renewal?

Yes. Renewal is the easiest time to switch. Fill out our broker change form or send us your current declarations page, and we will quote your renewal with multiple carriers.

How does the TLC find out about my new policy?

The TLC needs a current FH-1 certificate in the owner’s name plus the declarations page. The TLC says owners can email these to TLCinsurance@tlc.nyc.gov. We provide both documents when you renew with us.

What if my TLC insurance already expired?

Call us right away at (347) 817-7771. Driving for hire without insurance is illegal, and the TLC can suspend your vehicle license until you show proof of new coverage.

Do I need full coverage on my TLC car?

TLC only requires liability and no-fault (PIP) minimums. If your car is financed or leased, your lender usually requires collision and comprehensive (physical damage) coverage.
