How to Register a Car in New York State (Step by Step)
Just bought a car, or moved to New York? You need insurance first, then a DMV registration and plates. This guide lists the documents, the steps at the DMV, inspection deadlines and what happens if your insurance lapses — with extra notes for TLC drivers.
Documents you need to register a car in NY
- Form MV-82 — Vehicle Registration/Title Application
- Proof of ownership — for 1973 and newer cars, a NYS Certificate of Title or acceptable out-of-state proof (original or certified copy, not a photocopy). From a dealer, the dealer usually provides it.
- New York insurance — your insurer gives you two barcoded NYS Insurance ID Cards and notifies the DMV electronically. The DMV needs both.
- Proof of identity and age — a NYS driver license, permit or non-driver ID (current or expired less than 2 years). You must be 16 or older.
- Sales tax payment or exemption — for a private sale, form DTF-802 (Statement of Transaction), signed by buyer and seller.
- Proof of incorporation — if registering to a business

After you register: rules to know
- Moving to NY? New residents must register their vehicle in New York within 30 days.
- Keep insurance active the whole time the car is registered — even if you don’t drive it.
- Insurance lapse: return the plates to the DMV and get an FS-6T receipt. Otherwise you may owe a civil penalty for each uninsured day, your registration can be suspended, and after 90 days uninsured your driver license can be suspended too.
- Renewal: most registrations last two years. The DMV mails a reminder 45–60 days before expiration, but renewing on time is your responsibility.
- Selling the car? Remove your plates and sticker so you don’t get someone else’s tickets.
Registering a car for TLC (for-hire) use
A for-hire vehicle in NYC gets TLC “TC” plates, not regular passenger plates. The process starts with the TLC: after your FHV application is approved, the TLC issues a DMV plate letter, and you take it to a DMV office to get TLC plates and registration.
- You need a for-hire insurance policy and an FH-1 certificate before you apply.
- Follow our step-by-step guide: How to get TLC plates (FHV vehicle license).
Car registration questions
Can I register a car in NY without insurance?
No. You need New York insurance first. Your insurer gives you two NYS insurance ID cards and notifies the DMV electronically.
How long do I have to register my car after moving to New York?
New residents must get a New York registration within 30 days of establishing residence.
When do I need an inspection after registering?
If you bought the car from a private seller or a non-New York dealer, get it inspected within 10 days after you register it.
Do I pay sales tax on a used car from a private seller?
