For TLC drivers

How to get a Class E license (to drive for the TLC)

To drive a taxi or livery vehicle — and to get a TLC driver license — you need a Class E (or commercial) license. You must be 18 or older.

  1. Go to a DMV officeBring your Class D license and any documents needed for REAL ID or Enhanced, if you want one.
  2. Apply and paySurrender your Class D, apply for Class E and pay the fee. The DMV calculates it when you apply, based on your current license’s expiration.
  3. Pass the vision testOr show you meet the vision requirements.
  4. Wait for your licenseIt arrives by mail in about 2 weeks.

No NY license yet? Ask for a Class E instead of a Class D when you apply for your first license — the vision, written and road tests are the same.

Moving to New York

If you have a license from another state or country

From another U.S. state or Canada

  • You must exchange it within 30 days of becoming a New York resident.
  • Your license must have your photo, be valid or expired less than 24 months, and have been issued at least 6 months before you apply.
  • Exchange in person at a DMV office: pass a vision test (or bring form MV-619), surrender your old license and pay the fee. Your NY license arrives in about 2 weeks.

From another country (Pakistan, India, Bangladesh and others)

  • You can drive with a valid foreign license until you become a New York resident.
  • To get a NY license you must pass the written test, complete the 5-hour pre-licensing course and pass a road test.
  • While practicing on your NY permit, a valid foreign license lets you drive without a supervising driver.
  • If your license isn’t in English, bring an International Driving Permit or a certified translation to the road test. You give your foreign license to the examiner when you pass.
  • Non-citizens are eligible for a Standard license; REAL ID requires proof of lawful presence; Enhanced is for U.S. citizens only.
